Gaol Superintendent's Office,

Hongkong, 14th: June, 1889.

Since assuming charge of the Victoria Gaol, I

have noticed that prisoners on the eve of, or a day or

two before the expiration of their sentence, have commit-

ted breaches of Prison Regulation, and as 1 now cannot

punish them by awarding a sentence which would detain

them beyond the expiration of their imprisonment, I have

the honour

respectfully to suggest that the powers which

were contained in Ordinance 2 of 1978 may be again re-

vived and authority given to the Superintendent to pu-

nish prisoners as was the custom before Ordinance 18 of

1885 was proclaimed.
